What does the Constitution say about appointing judges? Why was the collegium system created? Why did the Supreme Court strike down the National Judicial Appointments Commission (NJAC)? The CJI may decide other locations with the approval of the Central Government.<\/li>\n<\/ul>\n\n\n\n<p>On paper, the executive plays a role. This changed after key Supreme Court rulings.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/indiankanoon.org\/doc\/112850760\/\"><strong>First Judges Case (1981)<\/strong>: <\/a>The Court upheld executive primacy in appointments.<\/li>\n\n\n\n<li><a href=\"http:\/\/www.manupatracademy.com\/LegalPost\/MANU_SC_1183_2015\"><strong>Second Judges Case (1993)<\/strong>: <\/a>The Court reversed this view. Wilson proposes major changes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Diversity in Judicial Appointments<\/h3>\n\n\n\n<p>The Bill points out that the higher judiciary does not reflect India\u2019s social diversity.<\/p>\n\n\n\n<p>Between 2018 and 2024:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Only about <strong>20%<\/strong> of judges belonged to SC, ST and OBC communities.<\/li>\n\n\n\n<li>Women made up <strong>less than 15%<\/strong>.<\/li>\n\n\n\n<li>Religious minorities were <strong>below 5%<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>The Bill proposes that representation of SC, ST, OBC, minorities and women should be in proportion to their population.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2.
